How does one support a proposal?

You need a UN delegate in your region. He will approve the proposal, if you ask him to. At least in Oceania any UN member can ask the delegate to approve a proposal and it is done.

Once it gets past the delegation process it goes to the floor of the general assembly where all UN members can vote on it.
