Religiously motivated alliances only cause more trouble by aligning states against each other.
Ban them forever.
Religiously motivated alliances only cause more trouble by aligning states against each other.
The same holds true for the Conservative, Liberal and Moral Caucuses, as well as a number of other alliances.
This proposal is a waste of the UN's time, even if you manage to get it past people will still coordinate their actions by using the telegram. In fact this may create a larger rift in the UN because it will likely alienate religious nations.

We prefer liberty of conscience and encourage religious pluralism, including atheism and paganism.
Our largest religious populations are Christian (although divided into many denominations and sects) and Buddhist (divided into four schools).
Nevertheless, we acknowledge that religion is a major socializing force and that it is one factor among many which may legitimately bring nations together.
The only reason to ban religious alliances would be if there is either something wrong with alliances, or with religion. We do not agree that either is the case.
