First, join the UN. Then, you have to get more endorsements than Norion, which is going to be fairly difficult because he/she has 461.
If you want to become a delegate, I would advise you to move to another region...becoming a Pacific delegate is very difficult.
Delegates have power to approve proposals and bring them to a vote. They also can eject people from regions.

I think you're the delegate of a 21-nation region.
Go to the UN page and click "Apply to Join". You'll get an e-mail 24 to 36 hours later accepting you.
