International Investigation Council

17-10-2003, 22:38
The Republic of Vyse, King of Rogues, has set forth the proposal for the creation of the International Investigation Council, or the IIC. It will take the responsibility of dealing with War Crimes, Human rights violations, etc, that occur in UN member nations. We request support for this proposal, as we believe it will go a long way to improving world security.

OOC: The proposal is actually listed as Investigation Council. I couldn't fit all the letters in.

Yet another example of the UN being used to push left-wing issues! Don't count on me!

Unfortunately we cannot agree with your idea in regards to an Investigative Council being binding on all of the UN. Many different nations join the UN and it is bad enough as it is with unlimited power and evil proposals passing left and right.

However, we agree to the spirit of your proposal, and would help create (or support) an organization that would monitor human rights abuses and war crimes (but only declare nations in violation without taking military action,) in an organization wherein members agree not to commit war crimes!

I'm not pushing left-wing issues. I just thought it would be a good idea to hav something like this. If you think you can do better, then write up one yourself.

First of all, the UN has no control over non-UN nations.

If you do not like it you may feel free to leave.

Second of all proposals do not pass left and right. There are long periods of time in which no proposals reach quorom, and even then, since I have been here, only about half of the resolutions have passed.

"First of all... I will never resign and allow the malevolent United Nations be turned into an active military alliance of leftists attempting to dominate the world!! We do not appreciate the tone in which you have addressed Esamopia!."

"Second of all... except for a brief interlude in which a few proposals failed, almost without exception any resolutions that reach a quorum are then approved by the general body."

"Third of all, SILENCE, impudent fool!"

-Statements by Foreign Minister,
Endorsed by Esamopian Cabinet (except for last line.)

As you wish, but nobody is forcing you to stay in the UN

Huh, well we shall see, as four months does not seem to me like a "brief" interlude.

On the face of it, this proposal benefits no particular faction. If the issues investigated are truly internatinal in nature I see no problem here.

This council is intended to prevent such things as ethnic cleansing in UN nations, and to punish those who do so. It is recommended that, if the proposal becomes a resolution, and if it is passed, that the council is made up of the leaders of the U.N. (OOC: that means the mods or someone like that. Maybe even create a new position.) This way, biased rulings will be avoided.

Hmm...interesting in concept, but I fear, illegal in composition. I don't think we can pass such a resolution because we are not capable of creating councils and organizations. To do so would require changes in game code, which is unrealiztic.

This limitation is one of the few things in the current UN structure that I actually agree with.

Alright, fine then, we just let it sit there. We don't REALLY have to create an actual council.

"Actually, there is a very good reason why no one should resign and that is why it is so annoying when you disagree with a UN proposal people say: 'Why don't you just resign?'"
"What annoys me is the fact that without UN membership you cannot be the UN Delegate (hence you can never rule your region in a de jure way, giving you de facto control at best. Even worse is the fact that should you not wish to be the leader, you have absolutely no say in choosing who the UN Delegate is (because you cannot endorse anyone!) Since the UN is so interlocked with regional government, it would be impossible to resign from it. That is why I will never resign!"
