This proposal in no more than a veiled attempt at gun control. It is writen and named to appear to be about helping the citizens of the world but in the middle it calls for a complete ban on gun ownership. Let the anti-gun owning nation that proposed it know that gun owners are smarter than to fall for such a ridiculous tactic as placing a rider on a proposal.

Just as gun ownership should not be mandated, neither should it be banned. But let those who advocate ownership provide funding and structurak support for training and education to ensure safety.

In my state there are several locations set up for training and education. It is also mandatory for all hunters to go through a hunters education course (again paid for through license fees). We also pay a type of exsize tax on purchases of firearms (not just guns but also any type of bow). So we are doing exactly what you ask.
