Repel Elimination of Bios
A resolution to increase democratic freedoms.

Description: The Following Text was passed in the UN. I wish for all nations to vote to repel this and over rule it to increase the flexibility of the government durring warfare.

>>Biological weapons, if used during warfare or covertly, represent an enormous risk to the well-being of not just the target of said weapons, but potentially everyone on the planet. It is therefore imperative that nations eliminate these heinous weapons.

Reasons to repel it:

The Government should have the right to decide what approach they wish to use durring warfare. By eliminating these Biological Weapons also eliminates the freedoms of the government. For those of you that voted to get rid of them don't have to use them. For us that do want to, it is only fair that we be given the oppertunity to do so. Vote to allow biological weapons to be used if nessesary! A vote for this resolution is a vote for freedoms!

I seek all delegates to approve of this proposal for the reasons stated.

I daresay that a vote for this repeal would also be a vote for genocide and unbridled brutality.

On a more pressing note, biological weapons are a very... clumsy type of weaponry.

Due to their very nature, the effects can spread from person to person, and depending on the nature of the biological agent, this could very well lead to a world-wide epidemic.

All it takes is one unknowing carrier to try and leave the country, and suddenly, that carrier could infect any number of other countries.

Also, the deployment of such weapons is a very random process, depending on the deployment method. Prevailing winds can scatter the payload, infecting more than the original target, or change the target completely.

Due to Nsendalen's policy on immigration and defense, this is not much of a concern though.

In direct response, we would vote no to any attempts to repeal the ban.

Mr. Chairman, I am forced to raise a point of order against this proposal. Unfortunately, it has been ruled that repeals of existing proposals are game mechanics proposal and are therefore out of order. Although I disagree with this ruling, I will make the point of order.

The Ambassador from Kisnesia would like to consider this resolution soley as an RP Resolution, with no game mechanics changes. (We will vote against anyway, though).

Then let every nation suffer greatly at the hands of both Comunist rivals, and their own weapons industry.

To repell this is to sign the death certificate of all indiginous life.

It is abhorrent to all civilised peoples, and anathema to the United Nations mandate of Human Rights.

Smallpox alone could cause far more casualties than the most powerful nuclear weapon.

Unlike nukes, bios are also more easily smuggled, and sold on the black market. They endanger domestic forces who employ them. Disposal of bio agents is difficult, dangerous and expensive, but unused stockpiles present an ongoing threat to public health and safety. Some agents will rapidly deteriorate but others remain viable almost indefinitely.

The notion that it is up to individual nations how much of humanity they slaughter in the pursuit of the interests of their ruling class is an idea whose time has passed. It was discredited in the blood of the free world in the trenches of WWI and the beaches of Normandy, and the frozen wastes of Stalingrad.
Any nation that espouses this type of homocidal-suicidal notion must have its intentions and morality called into question.
