Why is this? Can't we get something on the table here?

It could be that there is no worthwhile legislation. But still, something could be done....

It's a complicated process.

Once someone proposes something, it needs enough votes to get to the general assembly but I think it has to pass some quality standards like the delegates deciding whether it is worth their votes or not.
