A resolution to improve world security by boosting police and military budgets.

Description: We live in a dangerous world. A world that requires us to defend ourselves. We curently belive we must not use WMD(weapons of mass destruction) but that only leaves us voneralbe. I say that:

I. WMD be permitable if only used in self defense
II. WMD can be used to defend other countries
III. WMD are only a last line of defense.
IV. If the circumstances are right cirtain uses of WMD can get a country kicked out of the UN

If this passes I hope it will get more countries who use WMD to goin us and make our world a safer place because they will not use them for mass murder.

Sounds like a good idea, but I would only lobby my Delegate to endorse it if:

It were more specific about "WMD"s. For example, certain WMDs are devastating and should not be used; strategic nuclear weapons are strictly political, only there to make a point. They are too powerful to have any other purpose; and some biological weapons such as smallpox could backfire on the entire world and cause the most unprecedented epidemics in history, perhaps extinction. I'll give chemical weapons a break because, although they can be horrific, they're terribly inefficient; an average of one ton of mustard gas and chlorine was used in WWI for each resulting fatality; the 1995 sarin attack on the Tokyo subway may have injured thousands, but only 12 were killed, even in that closed system.

If it were more specific about what "right circumstances are"; that section is too fluid, and should be more controlled so pacifistic and liberal nations can't hijack the meaning of the resolution and possibly expel anyone who so much as threatens to use WMDs in a conflict.

In reality these proposals are no different than those currently in place. A resolution to this effect would simply be restating that which is already known.
