There are countries that do have the techology and some that have more than advanced enough Techology to do so.
Not starting research because we don't have the technology is not an excuse.If you do not start researching you will never acquire the technology level needed for the project.
The research can be part of the ISI but it should already be added now.
What if one nation already capable of constructing such a network starts without the UN that nation will have the capability to extort other weaker nations.

However, if you want the defense system up ASAP, I suggest you rndorse and help to fund the ISI, since that will get the defense system in place that much sooner.
*I* endorse the ISI. Once the technologies are available, I will endorse your proposal as well, but there is no sense in putting the cart before the horse, since the cart goes nowhere and you only invite a kick from the horse.
