Short answer - it means that the server hiccuped and did some peculiar things.
Long answer - it won't (or shouldn't) have any major effect on your nation because it refers to a resolution passing but without the name of the resolution. Thus, the change to your nation's statistics should (by my way of thinking) relate to the nonexistent category of the nonexistent resolution.
I got 2 of them in the last 24 hours, along with that funny "forum connect error" and missing comments about the laws my nation recently passed (the comments about the decisions I've made on proposals recently, the last paragraph on the nation description), which also happened last time the sever crashed, so maybe that happened again.
Well the server certainly crashed. I had the interesting distinction of being "number 1 in the region for [connect error]" most of yesterday (my time).
