Although the ISI proposal may be a good one, the ISS proposal immediately in queue is a better one. Unless you are willing to approve both (which would be silly to put us in competition with ourselves), vote NO to the ISI initiative and wait to vote YES (or debate) on ISS.

I don't understand you. Why should the ISI and the ISS be in competition? The ISI is a space program, whereas the ISS is a space station. Presumably, the existance of the ISI would further, not retard, efforts to produce an International Space Station.
I fully intend to vote FOR both proposals in question.
