Bill of No Rights supporting framework...

A few provisos to smoothe out those sharp edges:

While the Protectorate of Zakalwe (hereafter referred to as 'Zakalwe') recognises that free healthcare and social welfare are NOT a fundamental right of all human beings, The Party hereby enters into a contract with Zakalwe's citizens (hereafter refered to as 'The People') to supply healthcare sufficient to preserve the life and happiness of the People, and to supply Social Welfare sufficient to preserve the life and happiness of the people during times of unemployment, illness or disability, in exchange for Taxes levied from the People under lawful statute and independent of the sum of said taxes.

While Zakalwe recognises that Criminals should not 'be surprised if the rest of us want to see you fry in the electric chair', Zakalwe wishes to reaffirm that electrocution and any other form of fatal punishment, state-sponsored or otherwise, is prohibited by Zakalwe law under the 'Cruel and Unusual Punishments Act'. As such, it must be stressed that, while it would be potentially possible for a Zakalwe citizen to end the life of another citizen in this or any simmilar manner, Zakalwe reserves the right to prevent this act if possible and, should the Citizen be successful, punish them to the maximum extent of the law.

while Zakalwe recognises that: 'You do not have the right to demand that our children risk their lives in foreign wars to soothe your aching conscience. We hate oppressive governments and won’t lift a finger to stop you from going to fight if you’d like.' The government of Zakalwe reaffirms its belief in the 'Global Neighbourhood' principle, and therefore does not recognise any situation in which a war which encompasses a credible threat to the lives, assets or rights of Zakalwe, Zakalwe's citizens, Zakalwe's allies, the Citizens of Zakalwe's allies or any just and UN-sanctioned mission or cause can be considered 'Foreign'.
