Etiquette Question: Resubmission of Proposals

Fellow United Nations Members,

We in Gurthark assume that, if a proposal does not achieve delegate quorum, it is considered rude to immediately resubmit it in identical form.

However, we have not been able to find the question of resubmission in general discussed. Is it *ever* acceptable to resubmit a proposal that has failed to acheive delegate quorum? What about one that has been rejected by the United Nations at the voting stage? What about proposals that are slightly changed but essentially new versions of previously rejected proposals?

Of course, proposals removed by moderators are different--since one assumes there was something wrong with the proposal, these should not be resubmitted unless a relevant NationStates rule changes (for example, "Repeal"-type resolutions that have been removed should not be resubmitted until and unless the NationStates rules change to allow them).

Moderators, your opinions on this matter are especially valued.

I don't think there's any problem with resubmitting, as long as it's a serious proposal. Gives you a chance to fix any loopholes you can find too.

At a certain point it gets to be rude though.

That PHP2 File Sharing proposal is judst getting more and more annoying.

They do npot even wait until it expires before resubmitting it.

Next time I send then a tm, and time after that I send Enodia a tm.
