Checks and Balances for a more Democratic UN

26-09-2003, 07:48
Many of the nations under regional delegates are happy with its members and want to remain in a close relationship with them. However, some oppressive delegates cause its member countries to live in a perpetual state of fear that they may be banned or kicked from the region without warning. In this light the Republic of Pancea has proposed the following in the UN:

Be it resolved that the UN and its participating countries respect customary practices of its member nations in line with a newly established UN Warning Law. The new law includes the following provisions:

1) no country should be dejected from the UN based on the suspicion of illegal IP address cross-transport WITHOUT PRIOR WARNING

2) no country should be banned or ejected from a particular region WITHOUT PRIOR WARNING

3) any delegate member found accused of illegitimate banning its members WITHOUT PRIOR WARNING will be put under the scrutiny of other UN delegates for review and face the possibility of having to relinquish its UN regional delegation powers

(Is it a good idea or is another solution be more appropriate?)

I assume, firstly, that your proposal, were it to pass, has no effect on FOUNDERS.
Secondly, this is bad policy, because griefers could come in...grief the boards...get warned and then leave...making it impossible to ban them, because they must actually be present for you to ban them...
And then they could keep coming back over and over again to harrass and grief various regions.

Furthermore...a UN proposal is not the correct way to deal with this issue...this is something to take up with mods. MOD ALERT...check the UN Proposal Board....

Again, this does not address the issue of founders. Nor does it address the more serious problem of region-crashing. A region could not properly defend itself against Region-crashers, if they are forced to give "warning" to nations prior to kicking them.

Nor does it specify how much time the warning should be.

I could, theoretically, by your proposal...give you a warning...and one minute later, kick you. Not my problem if you didn't SEE the warning...I gave you warning prior to booting you, didn't I?

Nor does it provide for any vehicle by which it could be enforced. How can you force a Delegate to relinquish power? If the nations of a Region give him their endorsement...and he has the most...he's Delegate. You can't make him get rid of his Endorsements...even if he wants to! If the nations of a region want a particular nation to be Delegate...or not...they alone can control this.

See the problems with your proposal?

As I see it...

1. This does not address, nor apply to Founders..particularly if the Founder is not even a UN member...it would not apply, because such a nation would be under no bonds to abide by a UN Resolution.

2. This would allow for nations to grief...expect warning...and then leave before they could be kicked...and since a nation must be present in the Region to add them to a ban list...this makes repeat griefing possible, with no real remedy for the problem.

3. This would prevent Regions from defending themselves against region-crashers. There would be no way, really, to prevent a hostile takeover of the Delegate position...to the point that then, the invading group of nations would have the Delegacy, theoretically making it impossible then to boot them...unless, of course, you happen to be a Founder.

4. Your proposal does not address how long an interval there would have to be between a warning and a kick.

5. Your proposal is unenforceable, because you cannot force a Delegate to forsake Endorsements...nor force any nation to withdraw it's endorsement of any specific nation it so chooses to endorse. There's no vehicle by which this can be accomplished as the game currently stands.

I suggest that you seem to have a problem with having been booted from a region, and are apparently none to happy about it. And I suggest your problem is better addressed thru the utilization of game moderators, rather than a UN Resolution...especially one as pockmarked and riddled with loopholes and rife with the potential for abuse as yours is.

While your intention might be laudable...to paraphrase Arnold Schwarzenegger...your proposal has loopholes so big I could drive my Hummer through them!!

This proposal will be deleted as soon as a Game Mod notices it. What you are asking for can't be enforced and is asking for game rule changes.

:D ...People I was only doing that because my best friend was kicked for apparently using the word "sh*%" on the BBS. He goes to my school and we're trying to find a way to protect from that kind of stuff happening in the future. I've never been kicked and happily participate in the game.

I love it.

The proposal was deleted.. and sadly there is no way to protect nations from regional delegates or founders from kicking them out of the region. It's legal within the game. My best advice would be to have him find a region that doesn't play such petty games.

I founded a region but why don't I get the credit?

I founded a region but why don't I get the credit?

You probably founded it before Founders were acknowledged. Such was the case with my Region, Area 51.

If you go to the Tech Forum, there is a Sticky there om how to get yourself recognized as a Region Founder, even though your Region was Founded prior to the recognizing of Founders.

Good luck!

P.S. That is why I am now acknowledged as Founder of my Region...so it can be done!
