I understand all the acts under the Cato act, except for one. In article VIII, it is stated "That all private individuals and businesses shall have the right to emigrate from any nation, though individual nations shall reserve the right to create their own policy on immigration and naturalization."
The wording is a bit odd- does "all private individuals and businesses" mean private individuals and private businesses? Private individuals I can agree with. If "businesses" means businesses overall then I have to disagree with the act. If "businesses" means private ones then I agree- there are no private businesses in my country- all business is publicly and democratically controlled by the people of the nation. This one ambiguous wording is the only thing keeping me from voting yes on Cato.
