Answer to all your repeal this resolution questions...

The reason that repeals are not currently allowed is that when a proposal is accepted it changes the stats of a nation. For a resolution to be repealed you would need to reverse exactly. The reason that this cannot be done is that there aren't opposites for some of the stat changes. From the comment below it looks this might be changing.

There is discussion in the mod's forum about tweaking the UN to allow for counter-proposals, proposal repeals, etc.

[violet] agrees with the ideas we've put forward, so we may be seeing some changes before too long to fix this game mechanics error so far as proposals go. (The system, as it is now, lacks categories to counter a few of the existing categories, hence the problem with repeals.)

This is good news. 8)

We in Gurthark think that, when people propose a repeal, they should not get to choose a category at all--the repeal should simply undo the affects of the previous resolution. This would prevent both a proposal and its repeal from "Furthering Democracy," for example, even if the proposer and the repealer strongly disagree about what furthers democracy.
