It may be a dumb question, but what's the resolution all about?
To implant chips that track the population for our safety.

Sure, there will be plenty of missing political dissidents... at least in the first days the measure is in effect.
How could an implant cause someone to disappear. To the contrary, we will always know where someone is, especially criminals who we need to keep an eye on. But, ultimately, it is for the safety of the children.
GPS chips are compulsary for all our citizens. It works quite well.

Why not put shock devices under the skin as well? When someone does something you don't like, push a button and fry them.
The implants can't make anybody disappear, but the people with the tracking information sure can.

Unfortunately if this resolution passes then countires with um, less noble, motives, will be able to take advantage.
All countries should take advantage of this resolution.

And if a dissident chooses to stay and attempt to change your government from within? What a handy tool with which to keep tabs on them. For that matter, why would the chips stop working outside your borders? I'm sure it's handy for tracking down those who choose to leave as well.

I Say down with this 'Big Brother' resolution, it's only good for tinhorns, despots, dictators and others repressive and oppressive governments that don't care much for their people except to keep them always 'under their thumb' . No decent government would or should support this sort of thing.
As an observer I have no offical voice in this body but that is my opinion of this resolution.
We care about the well being of our people. That is why we want to know where they are. This way we can always be there to help them.
