UN spam- a growing issue

Myself and my constituents note that every day upon awaking, they find themselves deluged with pointless vote begging from UN members everywhere. I myself have found piles of mail, emails, telegrams, voice mail messages and even woken up to find the occassional tatoo, all begging for support of UN proposals.
One of my constituents recently wrote to me, may I quote:
"Dear sir,
I woke up this morining to find myself in a hospital bed. A nurse promptly informed me that I'd just awoken from a coma induced by being bashed on the head by some several thousand letters when I tried to open my mailbox. Apparently every single one was meainingless junk mail begging votes for pissant proposals. I ask you, as our nation and regional representative to put a stop to this abuse by other countries.
Yours sincerly.
Ms A. Citizen"
Now, as you can plainly see, this is a serious issue. My people are begging for relief.
What do to? I address you my world neighbours, not your UN delegates, not your regional delegates but you. Speak to your delegate, for the chances are they too are a criminal spammer. Only you can discourge them from making your region a spam producing region. They should be people you can look up to, not worthless criminals. Address your delegates and help address the problem.
(OOC A fine issue. Glad you brought it up. Unfortunatly I do not visit the UN area even though I can. Velmora is a member.)

There is a similar thread and proposal in the UN right now regarding the use of telegrams by authors of proposals - to end "spamming" or telegraming delegates to receive approval for their proposals.
Here is what I wrote - too many delegates from various regions don't attend to the UN forum, therefore, the only way to promote or lobby for your proposed resolution, is to telegram as many as possible - with only a few days to get 123 votes, its necessary to make the delegates aware in this way.
Telegrams regarding proposals are not spam.

Well the UN and its members can hardly be blamed for dumb people telegraming the wrong people.
It should be noted as well that some delegates rely on their member nations to inform then on whether or not a proposal should be endorsed. in these cases hurridly sending telegrams to other members would perhaps be the only option available to many nations who, unlike in the real UN, have few prominent ways of promoting their proposal.

I don't enjoy telegramming other nations to get support or opposition for a proposal. It takes a lot of time and effort.
However, it is necessary until more delegates actually read the forums.

Ditto. If more delegates actually participated in the UN forums, then the telegrams wouldn't be necessary.
But of course, only we on the forums are going to think that...
At least he can't send out telegrams to delegates promoting this idea! :)
