Proper War Declaration
Too many times people have been going to war for no reason at all. This proposal would affect it that you cannot go to war with out proper justification.
Proper justification would be:
1) Anexation of your nation
2) Going to war to stop a certain thing such as killing of innocent people.
3) An attack on your nation directly.
4) There is a direct threat to your nation.
5) Mutual defense, such as defending your allies.
Please surpot this so no one goes to war without the proper justification.

What ever happened to the all effective sneak attack?
What's the point of going to war if you all but have to exchange a set plan for the whole war so you both have a 'fair chance' at winning?

There are many reasons for going to war - though I do agree that too often in NS it is done poorly or without justification. Other reasons, though, a couple include:
direct threat (different than #3) to your nation
mutual defense (alliance call)

These are modern times where we could conduct warfare more honorably. No Sneak Attacks, no Chemical, Biological or Radiological weapons should be allowed. Battles should be conducted where the minimum loss of live and livelyhood of civilians. These are proposals that my nation would agree to.

Er.. no. 'Honorable warfare' was fought before the American Revolution. Countries lined up in nice rows and walked toward each other to die. Military tactics have evolved FAR beyond that. Your idea of 'honor' is MASSACRE. Letting the enemy know before you attack? Fighting in an open plain? Forget it. Keep your ancient battle tactics to yourself. There is no respect for your soldiers lives in those honorable tactics.
If you want to know how nice your battle tactics are, read about World War One. Specifically do a google search for the Battle of the Somme and the Battle of Verdun. It's a true showing of how little respect for human life the European generals (specifially the Allied forces) has for human life. THOSE are your honorable tactics.

I'll have to check with another mod, as I could be wrong, but I feel that this is the correct forum as it discusses a specific UN proposal (or potential proposal).
I doubt that it would be binding on the roleplay that goes on in the "NationStates" or "International Incidents" forums, but I'll let another mod elaborate on that.
