To elaborate - you will remain the Delegate of your region as long as you are not outside of the region during the major game update for the day (currently ca. 1-2 am EST = 2-3 am EDT, for most regions).

... and ofcourse, if the created region remains empty, the system will delete it during one of the system updates. And without the founder present within the region, the WA Delegate will always have access to regional controls. So, your newly created region would be at risk from attack by invaders.
Idea: create a new nation to be the founder of your new region. Leave it there and occasionally log into your other nation.

Yeah, I noticed this :( I will create a non-WA nation to stay in the Region in order to keep it from being deleted. Point is, rules disallow me to have two WA nations... I know this whole situation seems wacky. But it's for a special endeavour, in a special scenario.

Also, a non-WA nation can be the Founder of a region, in case this ever comes up again. Even if the Founder nation is non-WA, it will always have the same access to the Regional Controls as a WA Delegate. So unless you need your WA nation to be the Founder for some reason, creating a separate non-WA puppet to be the Founder and resident nation will always be an option. :)
