BZZT! Wrong, issues are randomly selected from the ones a nation qualifies for, which in the case of the OP would be the first 30.

There's that too, but I can observe that issues do have restrictions such as some issues not being available to nations that, like, ban cars for example.
There is an issue called More Jails Needed, but that's #199.

Yes, but that's part of qualifying for a particular issue. Just because your nation lacks jails doesn't mean that you're going to get an issue about building them.
