if you eject a founder from a region as a delegate and they come back, have they lost their role as founder of the region and therefore the privileges that go along with it?

They can override the delegate even without being in the region. The founder will always have access to Regional Control Panel. A founder's role is permanent.

Although I think that they have to be actually within the region to remove the Delegate's access to the Regional Control Panel...

The only thing that can remove a Founder's status as Founder is if the region itself ceases to exist.
