WA Legislation Changing Nation Category

This is an inquiry on how things are meant to work.

It says here (http://forums.jolt.co.uk/showthread.php?t=382519&page=3) in the nicely organized new Tech thread, the following:

"Every time a proposal passes, its effects are coded. Your national stats - although not your national description - will be effected, on however small a level. So, if 'Ban Carrots' is passed, your carrot industry will go down, and maybe your economic rating. However, the coded effects of resolutions that have already been passed do not affect you. So, if 'Ban Carrots' was passed BEFORE you entered the UN, your national carrot industry will not change upon your entry into the UN."

If by description the poster was referring to the text describing a WA nation's citizens, forests, and factories, I concur.

If by national description, you mean nation category, I have heard several reports this is untrue. Most recently it was reported to me that WA nation Emory played no issues in the last month, yet it's nation category changed twice following the passing of WA legislation.

Although nation stats may only change slightly compared to issues (studied quite extensively here (http://cityofulthar.wordpress.com/ns-school/)) - it appears a nation can be at a statistical "tipping point" where the slightest nudge in stats will cause nation category to change.

I'm simply looking for confirmation that WA legislation does, even if it is rarely, change WA nation category. I view this as a feature, not a bug, because it encourages WA nations who care about their nation category to care about WA legislation.

Anything that encourages involvement makes NS more interesting and that's good.

Thanks! I suppose because it occurs rarely it goes unnoticed by many. I just posted on my RMB that WA nations like me (*blushes for not voting regularly*) ought to care about WA proposals if they are about their nation type.

My UN nation got nudged to being an "Inoffensive Centrist Democracy" (ugh) because of WA laws. Much to the dismay of its leader. :p
