How does a nation gain access to the region of Unknown?

To see any region in NS, click on The World in the panel on the left of your nation's home page.

At the bottom of the World page you'll find a box in which to write the name of the nation or region you want to see.

Then click on "Find Region" or "Find Nation" and there you are.

To post a message to a region's RMB, you'll have to join the region (or have a puppet do so). You'll see a line that says, "Like what you see? Move (your nation) to (the region) today!". Click on that while you're logged into your nation or puppet and you'll be moved there.

You can send a TG to any nation in the region without joining.

If you are seeking endorsements for a proposal, check the region's World Factbook Entry to make sure they permit such requests. Also remember that it's illegal to try to recruit members in player-created regions.

And how do I join it?

"Be moved there" = "join" UNLESS the region is protected by a password.

If that's the case (and the page will tell you when you try to move there), you'll have to telegram the region's founder or WA delegate to ask for permission to join. If they want you, they'll TG you the password.

Also, nations that are resurrected from regions that no longer exist will have their previous region listed as "Unknown" in the Lazarus regional happenings, regardless of Unknown's current state of existence.
