I was just thinking, regarding making things a crime, it would be fun if we could say things like "20 years for speeding!" and "The death penalty for murder!"
It could affect things like a sort of 'fear' gauge. And your population, if there's enough death penalties.
Start with a short list like speeding, stealing, homicide, attempted homicide, that sort of thing, and advance. Like if you make abortion illiegal, you have to choose a punishment.
Keeping in mind that while criminals cost money both when they steal and to keep locked up, they can't commit crimes, so it might affect your crime meter and your economy.
There are other, related things, but this was one of my first thoughts.
