I installed Google Chrome as my new browser yesterday, and I was just wondering if that could possibly affect the way my issues resolve. I'm asking because my economic rating has stayed exactly the same even when I've selected issues that have, in the past, skyrocketed it up. It might just be me overreacting, but is this possible?

Correct. The larger your nation gets, the less obvious the visible effects from single issues. Huge nations require a lot more prodding to move the overall population to accept new ideas,
