hey,
this problem started a few days back...I have only been getting issues that I have had before, some as recently as 2 weeks ago...
sooo is this a problem?

Yep. There are only a certain number of issues in the game, and you're never eligible for all the issues at the same time. If you're tired of seeing all the same issues, why not write and submit some of your own?

Random issues are selected based on whether or not you are eligible for them. For instance, I once had the "Grave Problem" one three times in a row, to the point that three of the same sentence appeared in my national description, but I would never get a political party issue because my nation has no elections. It's random, but not so random.
