My region has drafted a proposal for the WA, but when I hit the button to submit it after filling out the proposal form, I get the a 404 error for http://www.nationstates.net/cgi-bin/new_proposal.cgi

At least 20 other nations haven't had that problem (as that's the number of illegal proposals I just removed from the queue since this time yesterday).

The most likely issue is that you switched nations and had a session timeout. Try logging out, logging back and posting your proposal. If it doesn't work, please paste the actual message you got here. (I'm betting it was a Session Error, not a 404.)

I only have one nation, so it was not a matter of switching nations. I just tried again after logging in, and here is the error message:

The webpage cannot be found
HTTP 404

I work in Internet Marketing; I know what a 404 error is.

Alright, I tried Firefox instead to see if it was an IE error, and I got a more specific error message:

Well, at least that explains it. It would be helpful to know of a character limit before hitting the submit button.

The rules for WA proposals, which are linked from both main WA and proposal submission pages, and stickied in the WA forum, contains this post (http://forums.jolt.co.uk/showpost.php?p=12998804&postcount=8). Given it's strongly recommended people read the rules before submitting proposals, it's reasonable to assume people are aware of the character count.

As a suggestion, it might be a good idea to post a draft of your proposal in the forum before you submit it, as you may get suggestions to improve it. It'll also raise its profile and make it more likely you'll win support.

For example, the version you've submitted contains several typos.
