At one time my tax rate was most likely over 100%, I got issue 221 and selected option 1 which reduced the tax rate to 0%

Over the years, the government's tax code has become a headache-inducing tangle. "We need to abandon the whole thing and start fresh with a new one! It's drastic, I know, and it will mean chaos in the bureaucracy, but at least the people could enjoy a tax break!
This happened about 3 months ago and I have been trying to build back up my tax rate but it is still stuck at 0% and hasn't budged even with big ticket items.
