Hi, just a quick question about influence.

Is the influence required to do a certain thing a discrete value and the same for every region, or does it vary depending on other factors?

For example (and this is purely hypothetical), if an ambassador can password protect his region, does it follow than any nation can password protect any region as long as he has the rank of ambassador, or does it change depending on amount of nations, total influence, etc etc?

I will add this one bit: attempting to tie the text labels (Ambassador, Minnow, etc) to specific actions will most likely confuse the heck out of you.
