It's still there. Forum 29 (http://forums.jolt.co.uk/forumdisplay.php?f=29). It's hidden and read-only now, and will most likely be purged at some point in the future.
Jolt admins didn't see a lot of point in providing a place to mindlessly increase postcount, when it was the sheer volume of posts that was taking down the forum index database. Can't say I blame them.
