When players join the game, they should be able to select what their governments focus is, the taxes, the police action, etc. This way, players would have more freedom with what they want their government to be like, and the way they work.

In a way, you do. Those initial questions shape your nation, and after that, how you answer issues shapes your nation. If you're hoping for a checklist where you can pick exactly what you want... well... that's not going to happen.
