At what time (GMT) do the regions update, when does the delegate switch, when do empty regions cease to exist?

There is no exact time for updates, although regional updating and delegate switches tend to happen probably midmorning GMT. Empty regions are deleted in both daily updates (the two issue times) though I think, approximately 12 hours between the major update.
