This is weird, and I think it's happened a couple of times.
I make a decision on one issue, but appear to get the consequences from another.
Yesterday I got "Military budgets up for approval" (which I'd had only the day before), and I chose the "tax cut" option. Today, I find I've got "Long arduous trials are held for the most minor offences" as a consequence.
What's that about then?
