Well, I was thinking maybe have like an Independent States Federation. It would be different from the WA in that it would have voluntary laws. Kind of like the WA but heres the catch. There are two regional delegates instead of one. It also organizes rogue states and makes game play a lot better with two international organizations going at it. And of course there would still be rogue nations.
