So I just came up with a nifty new flag for my country, but no matter how much I tweaked the resolution, I couldn't get it anywhere near small enough--it was always about 60 KB and must be 10. What programs/file formats do you use?

If you're using Photoshop, there's a "save for web" or something similar that can greatly reduce the size. You can also try lowering the number of colors used, or simply increase the compression percentage.

If you use a vector based graphic design program, such as Adobe Illustrator, the scale tool will proportionally shrink down the stroke of your lines and characters. Photoshop, MS Paint, and many other photomanipulation programs generally are raster based -- meaning they have pixels and don't scale well. Though downscaling *is* possible and better than enlarging.

I don't know of a Freeware vector-based graphics program. Illustrator is really the industry standard, and if you know AutoCAD you'll pick up how to use Illustrator really fast.
