I just recieved the "Should Democracy Be Compulsory?" issue. However, this was one of the first issues I received and I've already passed a law on it. Has anyone seen this problem before and is there a simple solution?

I tried a few searches on the forum before my original posting of "Duplicate issues". However, after a longer search, I came across the following post:
"There were only 39 different issues, and each nation only qualified for a few of them.... new players still only get the first 30 (not the nine old player-submitted issues even) for their first couple of weeks...."
