In the national setup ( those questions like: Corporations do more harm than good) I wanted not to opress my nations people who aren't in a big corporation, but when I Agreed, they were illegal. What's missing is a 'Neutral' option, so I can achieve a balance between non-opression and actual legality of having a corporation(this goes for other issues as well).

Not answering would be "neutral".

Still, don't worry; those simply establish your starting point. Issues will have a much greater effect, and with a bit of work, you can probably get your nation as close to your desires as possible.
