Okay, so something isn't clear. I was wondering if you are allowed to register more than one nation. I just want to have 2. It doesn't have to be in the WA, just wanted to have 2.

Yes, you may. They are called puppets. And as you referenced, as long as you only have one in the WA, you may create as many puppets as you want.
