You may have the same problem I had. In that case, move out of your region and move back into your region.
If that doesn't work, ask someone else for help. And I assume you already adjusted the settings of your nation, I know you wouldn't be that dumb to not check the settings first. :)

There's actually a new problem with issues, which I've addressed for the complainant. We're working on a permanent resolution to it.
This is a game issue, and all game issues should be raised via a Getting Help request.
