UN Resolutions

I have a rather simple question; or so i hope.

UN Resolutions, does their description (details and other written content) have an impact on the resolution as such? Or is its impact merely dictated by the Category and Strength of the resolution?

Eg.

Resolution #X is strong for human rights, and contains one statement within its description; No more Anger.

Whilst Resolution #Y is also strong for human rights, but contains details as to why, under what circumstances, any exclusions to the resolution, ect...

Or would they have exactly the same impact and value?

It's only the Category and Strength (or whatever else it is that certain Categories have instead of 'Strength') that have effects on nations' stats: The calculation & imposition of those effects is automated, and crafting a programme capable of understanding the text well enough to calculate effects in more detail would be extremely tricky...
