How is the crime rate calculated? Which factors are taken into consideration, apart from the law enforcement budget?
As it seems right now there is no correlation between economic and social equality (or more specific, inequality) and crime. The game seems to presume that a give percentage of the population always will commit crimes and can only be stopped by government controlled violence.
Please, I need clarification on this matter.

Azezilite is ranked 1st in the region and 204th in the world for Lowest Crime Rates.

Strong police forces also effects. I have almost zero criminality while 20 % of my budget goes to law and order. Though my home page says that in addition to that I have good policies in education and welfare too (I have no idea where that comes from, I try to supress my people as much as possible :P).

My law and order spending is low, my welfare spending doesn't exist. Crime is totally unknown though I haven't a clue my ranking on it. Education does more against crime than anything I'd say.
