How is the crime rate calculated? Which factors are taken into consideration, apart from the law enforcement budget?
As it seems right now there is no correlation between economic and social equality (or more specific, inequality) and crime. The game seems to presume that a give percentage of the population always will commit crimes and can only be stopped by government controlled violence.
Please, I need clarification on this matter.

The inner workings of NationStates are a closely guarded secretly. Nevertheless, increased spending on social welfare clearly reduces crime, as evidenced by Azezilite:

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, the Environment, and Social Equality. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Book Publishing industry.

Nudity is frowned upon, guns are banned, televangelists flaunt their expensive cars when they attend charity events, and long arduous trials are held for the most trivial of offences. Crime is totally unknown. Azezilite's national animal is the goose, which is also the nation's favorite main course, and its currency is the soggy cabbage.

Azezilite is ranked 1st in the region and 204th in the world for Lowest Crime Rates.

Strong police forces also effects. I have almost zero criminality while 20 % of my budget goes to law and order. Though my home page says that in addition to that I have good policies in education and welfare too (I have no idea where that comes from, I try to supress my people as much as possible :P).
