Considering that there's a mod saying that he's never heard of such a bug, I think it's fairly safe to say that there is no such bug.

I've never heard of such a bug.
It existed in the 2003 days, connected to the population bug I believe. I should know, I had the pop bug and I would get 4 issues per day.
