What time is the server on? I want to know so I can work out when the legislation passes my time. I'm guessing the server's American so it'd be GMT -5/6/7, but I'm not sure.

Isn't there a line at the bottom of your screen like this?
All times are GMT +1. The time now is 5:33 AM.
I haven't got it set for my real time, or it would say "GMT + 10". The time here is 15.35.
(Try not logging in and see what time it says at the bottom. You can set it for your real time. Go into Settings/Edit Options on User CP, at the top left of your screen on the grey bar.)

It's already set for my real time. Legislation passes at 12am on the server. It's 5:40am here right now and it still hasn't passed. I'm going to bed now so I won't be able to see if it passes at 6 or 7am.

Well it can't be in Europe. There's no where in Europe that use GMT -5.....
IIRC, the Jolt server is in Britain. That would account for the change between GMT and GMT +1 (summertime). However, the NS update for UN proposals, issues, rankings etc isn't tied to when Jolt reaches midnight. I don't think NS updates at the same time every day, but has a rolling update over a few hours.

Your information is faulty. The server is in the U.K. The updates are scheduled for the middle of the night in the US, since that's when the server is the least busy.

That's what I figured, but in which time zone?
The US spans over 3 or 4 time zones.

Update takes hours to run. Legislation passes when the update gets to that section. You'll just have to watch it a few times and make your best guess.
