How do you resize and image to bellow 10Kb, I am using the photoshop saveas settings but they can only get it down to about 18Kb, are there better programs for this?

I believe the command you want to use is "Save for web" or "Save for internet".

This is so! Using Save For Web (it's right under Save in the menu) you can adjust the picture format (.jpg, .gif, and if I recall correctly .png) and quality. .jpg is better for photographic bits and things with graduated tone, whereas .gif is better for things with flat colour (like most flags).

It works quite well, too. I was very pleased with that feature of Photoshop, once I got used to it.
