I was just wondering if there are any documented instances of an entire region declaring war on all of the other nations in an entire region?

Several times. Thats what Regional Invasion is mostly. One region declaring war on another, invading them, and then booting everyone in that region out.

Do you mean 'war' in the roleplayed sense, rather than just using game mechanics in the way that Shaz has just described?
I think that there was a conflict of that sort between the Antarctic and Antarctic Oasis, but that was years ago and possibly even before I started playing the game... Other than that, I haven't heard of any cases but then I don't frequent the most likely forums for such conflicts much anyway...
I am fairly certain that there's no rule against such wars.
(Maybe this thread should be in 'Gameplay' rather than in 'Technical'?)
