The Fiefdom of Icechiller is a huge, safe nation, notable for its punitive income tax rates. Its hard-nosed, cynical population of 491 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it concentrates mainly on Defence, although Law & Order and Social Welfare are on the agenda. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Information Technology industry.

Citizens are regularly arrested in queues for 'loitering', children as young as twelve are conscripted into the armed forces, graffiti graces every city's streets, and scientists regularly clone human beings for research purposes. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Icechiller's national animal is the holt, which is also the nation's favorite main course, and its currency is the ice.

I think you're confused about the adjective.pu·ni·tive : inflicting, involving, or aiming at punishment
Etymology: French punitif, from Medieval Latin punitivus, from Latin punitus, past participle of punire

pu·ny : slight or inferior in power, size, or importance : WEAK
Etymology: Anglo-French puisné younger, weakly, literally, born afterward, from puis
100% taxes would indeed be punishing to your puny citizens.
