Currently we can type in, say, "guns" on the UN proposals screen and see all UN proposals that involve guns.
Could this search capability also be provided for the list of passed UN resolutions? It would be very helpful, when making a new proposal, if we were able to more quickly find out if such a reolsution already exists.

There are a number of third party sites that provide much more than simply word searches.
Start at the UN Timeline (http://ns.goobergunch.net/wiki/index.php/UN_Timeline) and Index of UN Resolutions (http://ns.goobergunch.net/wiki/index.php/Index_of_UN_Resolutions) on NSwiki. You can also use a text search on Text of all UN Resolutions (http://forums.jolt.co.uk/showthread.php?t=357572) thread in the UN forum. I've seen other analysis sites from some of the UN offsite forums and associations, though I don't have any bookmarked at the moment. Perhaps other players can offer additional resources.
As for the search idea, I've no idea how difficult it would be to add it to the code, but I'll mention this thread to the admins.
can we have a search in http://www.nationstates.net/83037/page=UN_past_resolutions
i mean we have on in proposals but not in resolutions,
