Does anyone know how a "regional power" is determined? Or-how it can be changed?

Does anyone know how a "regional power" is determined?Only the admins (and possibly the mods) know, and they aren't saying.
Or-how it can be changed? I know time makes it go up, and using the regional control panel makes it go down. Other than that your guess is as good as mine.
