Thank you for enlightening me on the method by which issues are posted and why they get repeated. Would have appreciated though your keeping the thread open for me to at least thank you.
My next question is what are the implications in the game, if the repeated issue is addressed differently or not addressed at all?

Whenever legislation on an issue is passed, an effect is applied to your nation's statistics. That's it. Note there's no "undo any prior effects if decided on before".
That means no decision (dismissing an issue) has no effect, and that passing different legislation based on the same issue will apply an effect which is different from the prior effect applied, and that making the same choice again on the very same issue will mean the effect is applied again (essentially strengthening the cumulative effect).
